About us

The New River/Mount Rogers Workforce Development Foundation is a non-profit organization that focuses on improving the lives of individuals facing significant barriers to employment. Our foundation serves youth, individuals in recovery, those returning from incarceration, and those living in poverty. We work closely with industry partners to develop training programs that address the most pressing workforce needs. Through a combination of job training, personal development, and wraparound services, we provide the resources and support necessary for individuals to gain meaningful employment. Our mission is to empower individuals to achieve financial stability and long-term career success.

The Stevens Amendment

Since 1989, the United States Department of Labor’s (DOL) annual appropriation has included a
provision known as the Stevens Amendment. Its purpose is to ensure transparency and
accountability in federal spending. This provision requires the recipients of DOL grants and
cooperative agreements to acknowledge federal funding when publicly discussing any projects
or programs that DOL funded through its annual appropriation. For fiscal year 2021, this
provision appeared in section 505 of division H of Public Law 116-260

Equal Opportunity in Employment

Non-Discrimination: Programs funded under the Workforce Innovation and Opportunity Act (WIOA) must comply with 29 CFR Part 38, which prohibits discrimination on the basis of race, color, religion, sex, sexual orientation, gender identity, or national origin.

Accessibility: Equal opportunity statements, often known as “taglines” must indicate the program is an equal opportunity employer and that auxiliary aids are available for individuals with disabilities.

Combined Usage: It is best practice to include both the EEO statement (“An equal opportunity employer/program…”) and the Stevens Amendment funding disclosure in job solicitations and marketing materials.
